Let me think of it

Based on my understanding about the excerpt, the three kinds of civil are as the machines, the decision-makers and the reformers. Masses were called as the machine by its body because they do anything what the superior would command them without considering any moral conditions.  The lawyers, legislators or any  politicians were focused in the moral distinction. They were in charge of evaluating, judging or so whether an individual committed a sin or total innocent, however, the moral distinction was done by merely which is which or purely law-centered; not involving God. Reformers were the opposites of the second group.  They will not judge a person in the eye of the law, perhaps, evaluate a person through God's will and come up to the final verdict. They were considered as the person with conscience that knows how to differentiate right from wrong.
